<br /> Hawaii County Council July 2, 1997 <br /> But it has progressed to a point whereby there are so <br /> many conditions that we have to abide by before we can <br /> actually use the spraying method that we follow to the <br /> "T" and I believe, if you read the Department of <br /> Agriculture Report, which is an independent report <br /> that was done on the most recent study that they did, <br /> they have approved all of the methods. <br /> MR. SANTANGELO: Waht oversight do you have of the <br /> conduct--now, this is kind of a funny kind of a <br /> conversation because you're telling me you're not <br /> involved in aerial spraying so it's like my line of <br /> questioning that says you are. <br /> DEP. CHIEF CORREA: Right. <br /> MR. SANTANGELO: But if you were involved in spraying, <br /> what sort of oversight do you have of the conduct of <br /> the individuals involved? What kind of review <br /> process--how do we know that they've done their job <br /> right, that they've followed those rules? <br /> DEP. CHIEF CORREA: Well, first of all, we're a very <br /> semi-military type of organization, okay? We abide by <br /> orders and procedures of which--if somebody doesn't, <br /> there is severe disciplinary action involved. <br /> Our programs are supervised by supervisors, whether it <br /> be a captain who is in charge of the entire operation <br /> at the station or a lieutenant--and it goes down to a <br /> sergeant out in the field or maybe even a lieutenant <br /> out in the field, depending on the size of the <br /> operation. They are the managers and they are the <br /> ones who oversee the operations. We don't have people <br /> just riding around in an aircraft having the ability <br /> to do what they want to do up in the aircraft. <br /> There are certain parameters and guidelines that they <br /> must follow. Now if there is an oversight, you can <br /> call the Police Commission or any type of agency that <br /> you wanted to report any kind of violation as to any <br /> kind of illegal spraying, and so forth. <br /> MR. SANTANGELO: Thank you, thank you. Mr. Chairman, <br /> if you indulge me with one other, I'd like to bring in <br /> Mr. Wurdeman just for a moment.
