This amendment is in accordance with the provision <br /> in Resolution 397-88 requiring the apportionment formula <br /> of the expenditure plan be updated bi-annually. <br /> while the proposed amendment to the district distribution <br /> formula is based upon existing factors, the Council should <br /> consider a reassessment which takes into account the <br /> number of traffic flowing through the district.
