TO: Honorable Council Members <br /> Subject: Testimony on Public Notification Bill #23 <br /> Date: January 20, 2005 <br /> From: Charles Stanton, Sierra Club Moku Loa Group Chair <br /> The owners of property seeking building permits need to consider their activities impact <br /> on their neighbors. That premise has been codified by the County, and has resulted in the <br /> Notification printed in the local paper's "want ads" section. <br /> However, that is what can be best defined as a "pull type" legal notification. Anyone <br /> who wishes to find out what changes may occur are required to read the want ads in <br /> paper daily to find out. If you don't read it a particular day, you may not find out. <br /> Bill #23 seeks to change that to a sign based notification. Anyone who does not read the <br /> paper can still find out about any proposed development. The Sierra Club always <br /> applauds increasing the `Public's Right to Know'. <br /> We approve the Bill. <br /> However, we suggest consideration needs to be given to notification to those that do not <br /> read the paper, or may not drive by casually.
