Testimony Bi1123 <br /> An Ordinance Amending Chapter 14, Iiawai'I County Code 1983 (1995 <br /> Edition) by adding a New Article to Provide Enhanced Public Notice of <br /> Proposed Development <br /> Virginia Aste 13-631 Leilauu Avenue,Pahoa, HI 96778 ~~t~~C~~%~ <br /> I support this ordinance in order to further public interest in and <br /> comment upon new development and to alert residents, particularly in the <br /> Puna District, to the difficulties which are becoming evident because of the <br /> failure to develop regional and community plans. This failure to plan is <br /> already resulting in sprawling, haphazard placement of commercial <br /> enterprises as well as access to residential lots which impedes traffic on the <br /> one major highway. <br /> Advance notice of proposed development with signage identifying the <br /> developers, builders or other principals involved in the project helps inspire <br /> public trust in the planning process which has approved it. <br /> Any measures we can develop to raise public awareness of the <br /> conflicts caused by the lack of a unified vision for the 30 or so subdivisions <br /> in Puna, and competing uses for lands labeled "agricultural," will alert <br /> <br /> all of us to the need for planning which takes the needs of a rapidly <br /> <br /> increasing population into account. <br /> Comm.
