As President of the Kona Paradise Property Owners Association, I became involved with the <br /> <br /> Animal Control Task Force through Neighborhood Watch and Solutions. Numerous, serious problems within my <br /> community and lack of response from the Police Department and Humane Society prompted my task force choice. <br /> I am sure you will hear the stories of atrocities (related to animal control) that take place daily on our island, and I <br /> <br /> won't waste your time with more stories. The bottom line is this, we need to find solutions to these problems. Frustration <br /> <br /> within my community has reached the boiling point largely because of the widespread belief that the enforcement agencies <br /> <br /> will not assist or enforce. As a result, people are taking matters into their own hands thereby inflicting needless cruelty. It <br /> is only a matter of time before someone sues the neglecting agency or seeks retribution. This is a time bomb about to <br /> explode. <br /> <br /> The Animal Control Task Force recognized weaknesses in the current animal control ordinances which either <br /> prevented timely enforcement or made them not worth prosecuting. I recognize this current draft is not perfect, but it's a <br /> start. I expect that we will continue to review and change the ordinances to address any deficiencies. The residents of <br /> this island need relief now. We have worked for two years on the document that is before you today. Please do not make <br /> us wait.
