f~ma_SL- 35 BY---~.~~L~
po~,.,,~-C S
Dear Bob, Mitch, & Colleagues, Congratualtions on passing the Anim'~a
'Control

Laws! (with teeth?) We here in Pahala certainly hope so! Please do not let it

become a law just on the books, like so many other good laws, that lack

enforcement! We suffer daily and nightly from excessive noises by various "noise

machines'; such as: 1.) Many dogs barking and howling day & night, well beyond

the legal limits! 2.) Street car racers with "trumpet" exhaust pipes, day and night.

(easy to spot by any observer!) 3.) Fighting cocks anytime between 2 & 3 am. 4.)

Boomboxes: They still are a problem in our community which is aka "Hawaii's
Wild West Town without a Sheriff'. 5.) Gun shots: This problem is presently

getting better since some seniors legally acquired Mossberg shotguns with the

knowledge of the alleged perpetrators. Besides noise, there are

violations concerning animal cruealty, such as: 1.) Loose dogs roaming around

town. Pahala has a history of dog-bite incidents. 2.) Dog prisons, aka "kennels",

that are cruelly small and in violation of minimum dimensions; some are on the
ground in their filth, and exposed to rain and run-off water; some are without water
and food for days! (local police usually shrug it off with, "they are just hunting
dogs"?) Re: e.g. TMK 9-6-014-004 / -005 &TMK 9-6-014-010 / -Ol 1 / -012,
among others. However, these "hunting dogs" are barking and howling just as
much as "regular dogs"! is there a "race card" in Dogdom??? Are "hunting dogs"
not "real dogs" in Hawaii County? 1t is alleged that many of these "hunting dogs"
seldom or never get to actually hunt, but are used in numbers as "security" dogs by
alleged substance abusers and dealers. There are many other issues in Pahala not
related to the Animal Control Laws, such as: a.) Zoning violations by alleged
illegal businesses inside Pahala town, operating and squatting on land zoned
preservation /open land, and owned now by Edmund Olson. b.) Operating a large,
27500 GWV refrigeration truck without a license. (formerly owned by Naalehu
Dairy) [t is alleged to be used for an unlicensed meat business and butcher shop
inside Pahala town. Could also be used for a mobile regulated substance factory,
or worse, for dis-appearing individuals who "crossed the red line" here in Pahala?
c.) We have a new dys-functional neighborhood watch by a different name, that is
not working in the spirit of community policing, to put it mildly. d.) Alleged EPA
violations like draining truck engine and transmission fluids on squatted lands,
zoned preservation /open land. (by un-licensed truck and farming equipment
repair shop operators inside Pahala town). We here in Pahala know that "the
powers-that-be" are focussing on law enforcement in Hilo & Kona, and we
understand, and we do appreciate very much any help from you given in the past
and present and future!
