No.64 /Bill No. 21 <br /> PLACE: Council Chambers <br /> TIME: 1:30p.m. <br /> Council Chair Safarik and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill No. 21, reports as follows: <br /> Bill No.21, transmitted by Mayor Harry Kim via Communication No. 64, dated December 21, <br /> <br /> 2004, amends Section 25-8-3 (North Kona Zone Map), Article 8, Chapter 25 of the Hawai `i <br /> <br /> County Code, by changing the District Classification from Agricultural 1-Acre (A-1 a) to Single <br /> Family Residential -15,000 square feet (RS-15) at Tax Map Key 7-4-4:80-83 in Kealakehe <br /> Fomestead Lots, North Kona, Hawaii. <br /> Ho`awe LLC requested this change for approximately 4.006 acres at the western end of Pamahoa <br /> Place, approximately 600 feet from the Palani Road-Pamahoa Place intersection, Pamahoa <br /> Estates Subdivision, Kealakehe Homestead Lots, North Kona, Hawaii. <br /> <br /> The applicants requested the change in order to create four additional, single family 15,000 <br /> square feet residential lots. <br /> <br /> Communication No. 64 reports the Hawaii County Planning Commission considered the above <br /> request and did not agree with the Planning Director's favorable recommendation on this matter. <br /> <br /> The Planning Commission reports the zoning change would not provide affordable housing and <br /> it would change the character of the neighborhood. The Planning Commission also reported <br /> <br /> traffic concerns from the Department of Public Works. <br /> The Planning Commission reported that during their hearing a motion was made to send an <br /> unfavorable recommendation to the County Council. Four members voted in favor of the motion <br /> and one against. Because five votes are needed for the Planning Commission to take action, the <br /> four to one vote constitutes a "no action" by the Planning Commission. The "no action" itself <br /> constitutes an unfavorable recommendation. <br /> Your Committee on Planning is concerned that the proposed change in zoning will exacerbate <br /> traffic conditions while doing little to provide affordable housing in Kona. <br /> <br />
