Sen:~! ~~r McCain's measure is meant to <br /> address the problem of excessive noise in tnc National Park System brought <br /> about. by airplane and helicopter tours. <br /> Senator McCairi s Overflight Act cf 1:3J7 requires the Secretary of the <br /> hrierior to develop a comprehensive plat: address the air tour problem <br /> over our Parlcs wiihsn 120 days. The FM ~e required to ad~~ise the Secretary <br /> Of any safety coneems and implement the ;~;cc,:rt'tary's recommendations. <br /> The b111 would allow the Seeretan of ~d~c lntcrior to consider the use of <br /> flight bans. flight-free cones and altitude restrictions in order to preserve <br /> quiet in the Parks. The bill also calls fo- incentives for the use of quiet <br /> aircraft technology, and a schedule for a,;- tour operators to convert to <br /> quieter aircraft. The Secretary may c;,:o~fnpt military, non-commercial, <br /> rescue and other specified flights from arr- re:~trlctions. <br /> [n 1994 and again last summer, tlic i'~.3tional Parks and Conservation <br /> Association (NPCA) surveyed Park mana~?~ ~ about overflights problems fn <br /> the National Park System. The surv~:~y~, identified 56 Parks where <br /> commercial lour overflights are a recoxr~ed problem, and a number of <br /> additional Parks where managers exprees.~d. concerns that commercial air <br /> tour operations were imminent. Botl; i-iau•afi Volcanoes and Haleakala <br /> National Parks were listed as a "maJor" con~~crn for overflight Impacts. <br /> Senator McCaln's bill appears to ire n, positive step forward, and we <br /> are grateful for the Hawaii County C^alr~ctl's support for this federal <br /> measure.
