BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> At the February 28, 2005, County Council Committee on Finance, Bill 40 was amended to include $50,000 <br /> for a Waikoloa Village Curbside Recycling Program Study.
