Re: Resolution Creating a Position
Enclosed is a resolution creating an Architectural Drafting Technician I position for the
Department of Parks and Recreation. The need for drafting services for the Department of Parks
and Recreation has grown tremendously due to the continued aging and deterioration of its sites
and facilities. In the past, these drafting services were performed by the Department of Public
Works, but more recently, they have not been able to provide any assistance to the Department of
Parks and Recreation. Having its own Architectural Drafting Technician I position will enable the
Department of Parks and Recreation to accomplish much of the necessary drafting services that
is needed and will allow them to maintain a current data set of site plans and floor plans of its
sites and facilities.
The funding for this new position is derived from the General Fund's Fund Balance. On February
28, 2005, the Finance Committee recommended passage of Bill 40 (as amended to Draft 3),
which includes the appropriation of funds for this position.

Create a new position for an Architectural Drafting Technician I, SR-17.
B. BACKGROUND AND NSTIFICATION (USE ADDITIONAL SHEETS AS
NEEDED):
The Department of Parks and Recreation (DPR) relies on Architectural Drafting
Technicians from the Department of Public Works-Buildings (DPW-B) to
perform drafting services on jobs that aze relatively small in scale and less
complex. The need for these services has grown tremendously due to the
continued aging and deterioration of DPR sites and facilities and the growing
demand for servicing by the expanding populace. For the past several years,
DPW-B has been unable to provide these needed services to DPR.
With this position, DPR will be able to accomplish much of the necessazy drafting
services that is now falling to the wayside.
This position will maintain a current data set of site plans and floor plans for DPR
sites and facilities.

1. Give reasons how new duties arose (statutes enacted, ordinances, newly
authorized programs, basis for increased workloads, etc.):
Historically, the Department of Public Works-Buildings (DPW-B), performed drafting
services for the Department of Parks and Recreation (DPR) on jobs that were
relatively small in scale and less complex, especially projects that involved
maintenance or repair issues that required quick turnaround periods. For the past
several years, DPW-B has been unable to provide the services to the DPR, for
unexplained reasons, but the need persists. In fact, the need has grown
tremendously as DPW-B's recent inability to service DPR has been compounded by
the continued aging and deterioration of DPR sites and facilities and the growing
demand for servicing by the expanding populace. This position shall also maintain a
current data set of site plans and floor plans for DPR sites and facilities which has not
been accomplished historically.
2. Can new duties be assigned to existing positions or handled in other way such as
short term contracts, etc.
Existing positions do not have the technical expertise to perform the job function, or
if they do, they are overwhelmed with their current position demands and cannot
sacrifice the time or effort to accomplish the work. The DPR has tried to secure
contracts for similar services to no avail.

3. How will new position increase the efficiency/effectiveness of operations? (Use
productivity measurements where possible.):
The new position will be solely responsible for performing services for the DPR and
can focus on projects from one department, whereas the DPW-B design section
services multiple departments including DPR. This position will also allow other
positions within DPR to focus on otherjob functions delegating some to this position.
4. Alternatives that were considered in lieu of new position. (Have technological
changes been considered?)
We looked at hiring contract work to draft but have not found anyone willing to
provide those servcies to the County at all. We tried to lend extra assistance
(general and technical) to DPW-B to expedite servcies to no avail.
5. Why were manpower needs not planned through budgetary process?
6. List other rationale or pertinent statements and data:
The DPR still requires technical assistance and drafting servcies from DPW-B. This
position will cover the excess load DPW-B is unable to handle (historically).

Prepares complete architectural plans and specifications for the construction, alteration and repair of a variety of sites,
buildings and structures; checks or assists in checking plans and specifications prepared by private design consultants of time
;and other related duties as required.
Duties of the Position
1. Prepares architectural plans for park sites, amenities, structures and buildings. Prepares plans for remodeling 55
and repairing existing buildings and structures. Drafts plans, elevations, cross sections, and details; makes

2. Prepares preliminary drafts of specifications for buildings and structures. Checks or assists in checking plans and 20
specifications prepared by others and makes notations of corrections necessary. (1,2,3)
3. Draws isometric and diagrammatic layouts for plumbing and sewer systems. Draws layouts for electrical wiring 5
and lighting systems. (1,2,3)
4. Visits sites of projects and secures field data. Prepares field sketches. Lists materials needed in the construction, 15
