I urge the council to oppose funding for marijuana eradication, i_~ <br /> specifically the "Green Harvest" helicopter operations, even though it means <br /> rejecting the entire budget. I have witnessed "Green Harvest" helicopters flying <br /> below the no-fly zone and find them to be in gross violation of my civil rights. I _ <br /> live in the Hawaiian Ocean View Estates, where small swatches of vegetated <br /> land are scoured over repeatedly by helicopters. The flight pattern is repetitive ~ti <br /> because much of the land in this area is raw cinder and does not make a likely <br /> area to search. Thus, the helicopters will literally hover for hours over the same <br /> lots, return several times per week and repeat the same routine for months at a <br /> time.
