I would very much like to thank you and the Council for addressing Section 4- <br /> 24, Noisy dogs and Section 4-32, Enforcement. <br /> During the last 18 months I have lived in Keauhou View Estates. I have been <br /> surrounded by four neighbors with barking dogs, two of them with multiple barking dogs. <br /> Unfortunately, these dog owners do not take responsibility for their animals. These dog <br /> owners all work, generally between 6:30am and 6:30pm, occasionally longer. When the <br /> owners are not home the dogs bark continuously. I have even offered to purchase a <br /> bark control collar for one of the worst offenders. I was told by the owner that she was <br /> not going to kill her dogs with an electric collar and stop bothering her. I called the <br /> police who refused to come out when the owners are not at home. When the owners <br /> are at home the dogs do not bark. <br /> The only thing that irresponsible pet owners will understand are large fines and <br /> enforcement. <br /> My family and I support your revision of the above mention Hawaii County Code.
