Pakele, Director l-, <br /> RE: Department of Liquor Control <br /> Operating Budget and Program Review, Day Two <br /> 1. a. Project PAU (5241.41) is no longer budgeted. Are these programs located in <br /> another section. If not, were they successful? <br /> Project PAU was funded by a two year (FY2001-2003) $400,000 grant through the Office <br /> of Youth Services from the federal Office of Juvenile Justice and Delinquency Prevention. <br /> Project PAU was an enforcement, education program conducted by amulti-agency task <br /> foroe to reduce access to liquor by minors and goals stated in the grant were met <br /> successfully. The following highlights indicate some of the accomplishments of Project <br /> PAU: <br /> * Sales of liquor to minor declined from 40.4°k rate of retail sales of liquor to <br /> minors(1999) to 17.5°~ rate of retail sales of liquor to minor(2003) <br /> ' Conducted a total of 11 Gasses to liquor licenses, island-wide on liquor laws relating to <br /> minors, checking ID's which we believe lead to the sign cant drop in sales to minors. <br /> * HCPD and DLNR-DOCARE police conducted 44 sweeps in public areas relating to <br /> minors possession and drinking and 23 roadblocks resulting in a 65.3 °/a decrease in the <br /> number of liquor related youth arrests <br /> ' Advertising: 893 PSA's related to liquor laws; minor purchases, minor consumption, <br /> adults purchasing for minors. <br /> ' 38 youth activities and education. <br /> These programs no longer exist ,however Project PAU's members are actively involved <br /> in other programs. <br /> b. Public Programs (5241.39) is funded from the department's fine monies. Last year <br /> the department purchased equipment forthe county's five junior lifeguard programs <br /> which provides education to youths, inGuding liquor laws relating to minors.
