Under Chapter 180, the Hawaii Soil and Water Conservation Districts have been
granted the power to:
"Provide for and encourage surveys, investigations, and research relating to soil and water
conservation, and publish and disseminate information concerning such subjects; Develop plans for
wnservation of soil and water resources and control and prevention of erosion within the district...."
The KSWCD contains 513,000 acres of land on the western flank of the Island of Hawaii. The
Mission of the District is to "increase knowledge and awareness, through education, of natural
resource stewardship practices and resource management tools in order to muumizz soil erosion,
increase the development and wise use of water resources and limit damage from flooding within the
North and South Kona Districts."
The KSWCD stands in support of Policies contained within the Chapter titled: Flooding and Other
Natural Hazards, beginning on page 85 of Bill 163. The District is very excited about expanding an
active partnership with the County in order to assist in the implementation of those Policies. We are
very interested al assisting the County with an overhaul of the Grubbing and Grading Ordinance.
We wish to invite representatives of the County government as well as members of the Hawaii
County Council to attend our monthly Board of Directors' meetings held on the second Tuesday of
each month at 4pm at the NRCS and KSWCD offices in Kealakekua.
-~'S~incer~ely,
Bob Nelson, President
Comm.
