If you area "neighbor" I feel you should <br /> be able to tell your neighbor if anything (dog barking, etc) is annoying you. Where is the spirit of Aloha -Most <br /> dogs bark if something different (be it smell, objects, sound) occurs in his environment. Isn't that a reason why <br /> most of us have dogs? To let us know if there is anything different around. I know that's why I feel safe leaving <br /> my 83 year old mother home alone. <br /> As a trainer for the American Kennel Club's "Canine Good Citizen "Classes in Hilo (Hilo Obedience Training <br /> Club) I feel citing someone without warning for something dogs do naturally is not fair. <br /> Also why are dogs paying for spay/neutering of cats -they are the cause of 9 out of 10 dogs barking. <br /> Why raise the cost of tags from $6.10 to $25, it sure is a big jump, I can see $6.10 to $10 -even we don't get a <br /> 400% raise in pay. <br /> Another thing why wasn't any dog groups invited to sit in on this committee?
