April 12, 2005 <br /> Hawaii County Council <br /> Chairman Stacy Higa <br /> 25 Aupuni Street Rm. 209, Hilo, HI 96720 <br /> Subject: Puaa/Suffolk Application <br /> Project applications which have huger infrastructure implications from single big <br /> projects or the cumulative effects of smaller projects should not be approved at <br /> this time. <br /> Before new projects are considered, there should be an unbiased and coherent <br /> plan on traffic management. That should be the priority. Until traffic is <br /> better managed, these projects will detract from the quality of life that we <br /> want. Angry villagers and commuters are not in short supply and possibly cloud <br /> the situation. There is outcry for more roads and the better management of the <br /> existing roads and the ones yet to come. <br /> Participants want to influence for a reliable system of roads to reach their <br /> destinations, but they are frustrated from contra-influences that inhibit the <br /> orderly creation of infrastructure facilities and their smooth <br /> operation. Whether it is the backyard, front yard, or base yard, they all depend <br /> on an adequate passageway to function properly - be it for local circulation or <br /> longer commutes. Our quality of life has been compromised by an imbalance of <br /> satisfying people needs. <br /> <br /> We accept a life of more cars, but we lack the ability to move them around <br /> safely and efficiently. I have the ability to allow for slack time to make my <br /> business or personal appointments on time. Many do not. In fact some have <br /> negative slack. The late make the early wait. <br /> Sometimes the later make the late wait. We live with queues and delays due to <br /> un-synchronized urbanization. <br /> The proposals are huge traffic generators and will have significant traffic <br /> impacts and the resultant quality of life to many.
