If you can figure out <br /> a simultaneous way (moratorium on zoning changes and permit approvals?) to <br /> bring market prices down and curb land speculation so that we can buy land at a <br /> reasonable price for the LPF then I would feel better about allocating some of our <br /> ppty tax revenues (like 1%?) toward the LPF for starters.
