The evaluation committee reviewed all information submitted slid <br /> determined that canceling the current procurement, rather than declaring individual <br /> proposals as :non-responsi~ye, was in the best interest of the County of Hawai' i. <br /> Please be informed that under State: of FIawai' i procurement rules all proposals <br /> become public when an award is made, or all proposals are deemed non-responsive, <br /> except for the portions marked confidential or proprietary. The committee believed <br /> there was a benefit to keeping the proposals confidential, at least for the time being, <br /> in an effort to protect sublrittals from competitors, and when a new procurement is <br /> completed. <br /> The County's February 16, 2005 and April 1, 2005 correspondences detailed <br /> deficiencies in your proposal and provided your firm with an opportunity to comply <br /> with the requirements set forth in the subject Request for Proposal (RFP). Since you ~ ~ <br /> would like more information as to the exact nature of the evaluation committee's ~ , ~ ~ <br /> decision, the following summary is provided. The evaluation committee noted that o ~ <br /> your proposal, and subsequent information provided upon request, did not include: ~ <br /> • A commitment to a $5 Million performance bond. County Council Resolution 218-04 <br /> required-the performance bond to assure continued solid waste disposal services, regardless <br /> of the provider. Adequate fundang is essential in preventing disruption of public services. <br /> The committee further noted that a letter of credit is not the same as a performance bond <br /> because the County is not the beneficiary of any letter of credit issued to a third party. The <br /> committee notes that during a 20-year contract costs in the range of $100 Million dollars of <br /> public m®ney is at stake. Due to the amount of time and honey that the County must <br /> Hawaii county is an equal opportunity provider and employer. <br /> <br />
