Finally, not having these applications reviewed by the State LUC does not <br /> at all suggest that the substantive and cumulative issues relating to these <br /> projects will not be publicly addressed and considered. As part of the <br /> County review process, the applications have been reviewed by relevant <br /> County, State, and Federal agencies. Public hearings were conducted by <br /> the Planning Commission and your committee. Additionally, the Council <br /> will consider these applications at a minimum of three other meetings, all <br /> of which allow for public and agency inputs. As such, there will and have <br /> been ample opportunities for public and agency input before the Council <br /> makes a final decision on these applications. <br /> In summary, neither of these entities was involved in any attempt to create smaller <br /> lots in an effort to by-pass the State LUC. They acquired their properties and <br /> independently conceptualized their plans. Their collaboration extends only to the <br /> point of sharing infrastructure costs (and consultants). Accordingly, they now <br /> wish to avail themselves of a permitting process that is legal for properties <br /> consisting of less than fifteen (15) acres. It is also a process where there will be <br /> ample opportunity for public and agency input. <br /> Accordingly, the applicants believe that the County does have the authority to <br /> process these applications and that substantive and cumulative impact concerns <br /> raised by the State LUC can be adequately addressed by the County. <br /> In closing, I am enclosing a copy of proposed amendments for your consideration, <br /> which codify representations of the applicants, representations, we believe that address <br /> <br /> the issues of affordable housing, traffic infrastructure, and concurrency.
