Street Hilo, Hawaii 96720 Subje KaimiNani Drive Traffic & Connectc,r roads Dear Councilm c~a: The matter of traffic density and vehicle mix on Kaia,i- Nani Drive in the Kona Palisades subdivision has been of seri- ous concern of the residents for several years. Tr.atfi,. surveys show an average daily flow of about 4000 vehi._Ies going through the subdivision. Moreover, this topic :,as been discussed with various Council members, Plannin;~ Di:-=c- tors, State legislators etc., and resulted in passag~_ of a County ordinance limiting the size of trucks using the c~aC only as a by-pass. Again, the motivation was SAFETY. P.:- other action by the County was to agree to delay new adja- cent subdivision developments until a new mauka-maka:L con- nector road NORTH of the Palisades was constructed. ~'The:~ when the so called-"YO-TSA c-" onnector road was opened SOU:iI of the Palisades, the adjacent development restrictic:,s were lifted in spite of the Association's protests. Subse~uer._ traffic surveys showed a negligible reduction, if ana, ca~.~sed by the new connector road, proving that a road NORTH :f KaimiNani is badly needed. Now we are encountering the matter of north-sou,eh con- nector roads from the new adjacent subdivisions to Kai;ai2;ani Drive. While we understand the motivation for such c=oss- connectors, we again wish to emphasize our opposition becausa of SAFETY concerns.
