r.
Gunnar Freivalds 4!
81-6199 Napoopoo Rd II ~ 11,•7'l. L t-( - (t / L,/ /C ~
Ca tain Cook Ht 96704
P c~ 11~ fll-~u
October Ol, 1997
Councd members
Couniy of Hawaii
AGRICULTURAL PROJECT DISTRICT APPLICATION
APPLICANT SF.AMOUNT ENTERPRISES dba KA'AWALOA ORCHARDS
My wife and 1 are owners of lot 7B in the existing Ka'awaioa Orchards subdivision. Our decision
and recent purchase of this lo[ was greatly influenced by it's rural setting and agricultural income producing
potential, and so I can easily support the concept of this APD.
After we moved in, Seamount Vice President, Sally Rice, and shortly thereafter, Seamount President Christopher
Nome, spoke [o us about [he new development and informed us [hat by having the County approve [his project, the
easement road would only be expanded to 20 feet and not the county standard of SO feet, which would remove
almost 2S% of our atemoya orchard (22 trees 1, two mature monkey pod trees (diameter 18" and 30")and bring the
easement road within 20 feet of our home. Needless to say, this encouraged me even more to support this project.
Since Chrtstopher Nome is the only person who can assign and authorize use of the road (other than family,
friends or tenants of property owtters), we asked for assurance that only the existing owners and the 7 lots
of [he new APD have use of the road and no[ be used for an existing sub-division adjacent to [he proposed APD
development. My wife and I received that assurance from Seamount V.P. Sally Rice, but after the Planning
Board's approval of the project, it seems this assurance was taken away. I feel that this was an imimidating tactic.
My concern is that this easement road will be extended and used for the sub-0ivision adjacent to the proposed
APD. This potential action would double the traffic and goes against the County's (Agricultural Project District's)
policy and goal's of protecting agricultural lands from urban encroachment and maintaining [he rural style
residential-agricultural community.
Therefore, I request that the County's approval of this project be contingent on restricting the use of [he easement
road to the proposed 7 lot development and the existing 4 lots .
Mahalo for your consideration.
Gu ar Freivalds ~ ~
~IPreseMed G~~~«
1let.
