"I~hc properties being Lot R-l, Tax Map Key: (3)7-3-010:029, and Road Lot A, <br /> ~faz Map Kcy: (3 ~7-3-010:036 (portion). situated at Kalaoa, North Kona, County and Stale ol~ <br /> I la~iai'i. 'this acquisition is for the development and construction of a connector road between <br /> Rauhale Street and Ahiahi StrceL Kona. I lawai'i. <br /> Council Member Roh .lacobson said that he would support this resolution. He was pleased that this <br /> process was straighttbrward and that there were no County giveaways tied to the resolution, such as <br /> a rcyuest ibr rezoning. <br /> David Young. one of the property owners. said that a 550-foot portion of the road was huilt to <br /> Counh- standards with the intent to dedicate it to the County, but the resolution does not reFlect that. <br /> I Ic further stated that in exchange Ibr the dedicated roadway, he wanted the County to consider <br /> graining him water rights for future development in the area. However, prior discussions with the <br /> Planning Department and the Department of Water Supply did not result in any agreement. llireclor <br /> of Public Works Bruce McClure indicated that the road was not accepted for dedication because an <br /> agreement could not be rcachai with the landowners. The main roadblock to an agreement tias the <br /> issue of water. h1r. McClure further explained that although the County could wait fin' the road to be <br /> dcdianed, the County was proceeding with this resolution in order to speed up the process. <br /> Assistant Corporation Counsel Gerald 'hakase responded to the water issue by saying the Department <br /> of Water Supply does not have enough capacity and was therefore not interested in granting a water <br /> commitment to Mr. Young at this point in time. Council Member K. Angel Pilago remarked that the <br /> issue was not the granting of water rights. but to address problems with traffic. Moreoecr_ Mr. Pilago <br /> said that this connector road will provide greater public safety, especially for tire, police. and <br /> cmer~!encv medical services. <br /> A 20-~bot-~~idc road is better than no road at all at this time, according to Council Mcmbcr <br /> Virginia Ishcll.
