Draft 2 deletes the mandatory <br /> 2% of property tax revenue as a dedicated source for the fund, requires the <br /> council to appropriate at least $250,000 from each fiscal year's operating budget <br /> to the fund, and adds impact fees and other exactions levied on developers as <br /> sources for the fund.
