Bi1178 <br /> County Council of Hawaii: <br /> Thank you for allowing me to present this testimony regarding Bill 78. <br /> I am in favor of the concept that BIII 78 represents. <br /> Having open land for recreational activities is a good idea as long as the <br /> properties are available to the general public. However, I am of the opinion that <br /> 2% taken from the real property tax collection is steep. Other issues that come to <br /> mind are the administration and maintenance of said properties as well as <br /> access to these properties by the public. <br /> We could use better beach access as we have too few parks in the West Hawaii <br /> area. The access roads to the beach parks we do have now are poorly <br /> maintained. <br /> I hope this bill can be re-worked and a compromise reached.
