Bill 78 provides a missing tool <br /> the County needs to advance Smart Growth policies. <br /> Recently, 28 governors of both political parties dedicated portions oT their <br /> speeches to growth-management issues including land and open space <br /> preservation. Preservation, of course, includes both land purchase and <br /> regulation. <br /> While our new General Plan and the Community/Regional Plans about to be <br /> develop will provide needed regulation, we need fSS for land purchase. <br /> Bill 78 will allow purchase of open coastlines, natural areas, cultural sites and <br /> agricultural lands that are critical to Rawaii's economic, cultural, and <br /> recreational well-being. <br /> Plan To Protect Kona fully supports Biil 78 as it allows an effective and much <br /> needed tool <br /> Yours, <br /> <br /> '~ti (i~-~-- ~ ~iw~ <br /> Duane D. The state currently dedicates approximately <br /> 1/2% of the CIP budget on the arts. <br /> We need at least S2m/yr to get anything meaningful preserved. That is not <br /> likely to lower of our bond rating, as some tear, because bond rating is based <br /> on amounts we have borrowed versus the percentage of income we have to <br /> repay debt.
