<br /> 05/11/2005 02:58 8088838928 TRADEWItdD YACHTING Pta;E A4 <br /> Testimony re Bill 78 <br /> Hews i Laeaward Planning ponTerence <br /> Jacqui Hoover ~ Pfesident <br /> 17May 2005 <br /> Page Two of T-vo <br /> To reiterate previous testimony that 1' have given on this bill, a strongly recotnmerrd <br /> that the Council look at other fihancing vehicles and embrace publicrprivate <br /> partnerships as standard operating procedure and not as stop-gap measure- In <br /> addition to looking at private sectgr sources, both indivi al and corporate, we <br /> recommend a detailed review and accounting of existing re enue sources available <br /> (nGUding those that may not currer}tly be implemented) s as park feesi lease <br /> agreements, contracts, permits, etc, arld revenue-enhancement opportunities. <br /> Hawaii County has a unique opportunity to establish new publi policy that will instill in <br /> our island residents and visitors alike, a strong commitment t collective responsibility <br /> and stewardship of public lands and; natural resources; est blish a process that is - <br /> inGusive and encourages broader corrjmunity participation; ge rate outcomes that are <br /> quantrfiably more successful and positive; and foster susta nability (environgnental. <br /> cultural, and economic). <br /> Before considering ttte rmposition of, a .dedicated. set-aside on property tars,.. wa. <br /> strongly recommend that a "needs assessment" to include (nd not be limitegl to) a <br /> comprehensive review of impacts ( th positive and negativ identification of any <br /> unintended consequences, forecast of~ c>spital improvement ne ds (with such fr~recast <br /> clearly differentiating between existing) conditions and needs, ersus future conditions <br /> and needs), and a review to determine how the greater public w utd best be served. <br /> When I last gave testimony on Bill 781 I was asked if HLPC ould support a veto by <br /> Mayor Klm if the bill passed out of Cou(ICiI and later was vetoed At that time, I advised <br /> that I had not canvassed enough of oNr members to confiden ly respond. Please be <br /> advised that although there are members of HLPC with dissen ing positions, I am now <br /> able to confirm that the majority of HLr'C members will suppo a veto if such should <br /> come to fruition. <br /> Mahalo for the opportunity to express our views on this matter. <br /> Respectfully submitted, <br /> <br />
