' RECEIVED ~ <br /> October 15, 1997 time..^ y...__ <br /> Date.r_------ <br /> County Council <br /> HAWAII COUNTY COUNCIL MEMBERS: <br /> <br /> CONCERNS REGARDING BILL 129 AMENDING SOUTH KONA ZONE MAP COVERED BY <br /> <br /> TMK; 8-1-9-18,19,21 AND PORTIONS OF 20, 22,23 AND 24. <br /> <br /> Thank You for the opportunity to address the County Council and bring my concerns to you for <br /> consideration. <br /> <br /> The Council is concerned for the general welfare of its constituents and to advance the <br /> county's needs. <br /> In the Agricultural Project District application, page 7, under subtitle Standard: "Development <br /> should be reviewed on the basis of total impact on the residents of the County, not only in <br /> terms of immediate short run economic benefits." This is the reason that we are here today. <br /> We are concerned about the impact on safety, especially of our children, the impact on the <br /> rural nature of our neighborhood and the impact of noise and other unsettling events. These <br /> <br /> will surely degrade our neighborhood if there are no restrictions on Mr. Norrie's requests. On <br /> the same application, page 8, under the subtitle Policy: "The County shall encourage the <br /> development and maintenance of communities meeting the needs of its residents in balance <br /> <br /> with the physical and social environments." I cannot see how, without further conditions, the <br /> <br /> Agricultural Project District would encourage the maintenance of our community. <br /> Using Ka'awaloa road for all traffic below the present subdivision would further the safety of <br /> our children, maintain the rural nature of our neighborhood and maintain our local community. <br /> Mr. Norrie has represented to the County, through his Attorney Sandra Schutte, in letters dated <br /> May 29, 1997 that "...the road is also proposed to end in a cul-de-sac, in lieu of a stub-out <br /> since there will not be any future roadway to connect to this private road." this was in <br /> response to Mr. Galen Kuba's concern that "...this type of road would not support additional <br /> lots in the future." <br /> This proposal to the County, a written offer given twice to the County, once in a letter to the <br /> Planning Director and to the Public Works Department is an offer which Mr. Norrie freely gave <br /> to the County. <br /> In order to address the concern of Galen Kuba that this road not support additional lots, I <br /> respectfully request that the County Council require that, in Mr. Norrie's Attorney's words, <br /> "there will not be any future roadway to connect to this private road" as a condition of approval <br /> of his Agricultural Project District. <br /> Lawrence M.
