_ ASSUMPTIONS: Costs to be borne by County:
• Construction of reuse park, re-load facility, Admin offices, roads, security fencing, utilities, site
preparation for greenwaste and scrap metal yards.
• Permitting, Environmental Impact Statement, Right of way issues, Site procurement frum State DLNR.
Coordination with DLNR for Leilani Street realignment
• Education - of whole facility and how it is best used
• Legislative bans on specific commodities (greenwaste or cut-up tires) as needed
SORT STATION -COUNTY OPERATION: Approximately $400,000 annual operation, $5 55/ion
Pros.
• Can foNow City and County of Honolulu model.
Allows for more diversion from landfiti. Incentives easier to work with County control of the facility.
• No union fight for the work. Would like ko negotiate temporary jobs.
• Flexible. When a waste technology needs the Sort/re-load facility Eater, it's available.
• No need to have multi-year contract for operation.
• Coordination and surgelslack issues of private operator and public truckers disappear.
• Pricing is similar with public or private operation.
• Concern of private operator wanting more trash to be trucked to landfill disappear.
• Concern of private operator wanting more trash to invoice.
Cons:
• County will ownlmaintain more equipment.
More personnel/management issues.
Other Information:
• UPW, via June Rabago, hinted at approval of private operation of "recycling".
• Estimates of 2-5% diversion from landfill by picking up off the tip floor and contracting with prvate
vendors.
LONG-HAUL TRUCKING/MAINTENANCE OF EQUIPMENT COUNTY OPERATION: Approximately $1
Million annually or $16-17Jton
Pros:
• Increased operational flexibility because:
Increasing recycling rates over time should reduce overall volume.
County may want to route some trailers directly to Pu'uanahulu for community concerns or
operational efficiencies. Changing volumes not a problem with County operation.
A waste reduction technology should drastically reduce volumes, contract issues hard to negotiate
with so many unknowns-
• Opportunities to standardize trailers for transfer stations and long-haul.
• Greater sensitivity to public concerns possible.
• Rougtrly the same costs as private operation.
Cons,
• Pnvate contract would need to be for 7-10 years based on volumes, either with a minimum, or a straight
per ton price.
• Will have to pay for extra truckltractors and trailers. Probably 5 truckltractors and 8 trailers. Cost
estimate is $1.2M for direct purchase. Lease-to-own (5 years) would be $250,000(year.
• County gains maintenance of extra equipment, and the facility to repair/maintain.
• County employment policies and Union agreements may constrain to work assignments relative to days
and hours.
• We gain all the liability issues of running trucks on the roads.
• We gain all the personnel management issues of 17_ more employees,

• Private contractual operations will most likely entail a 7 year or greater contact
with either a commitment oi' a minimal volume or a sliding fee scale based on
volumes. This will reduce the County's flexibility in management of the system
in several ways:
o Increasing recycling rates over time will reduce the volumes to be hauled and
may increase costs or even violate the contract terms, providing a disincentive
for the County to promote recycling.
o For operational reasons, and possibly in response to conununity pressure;, the
County may chose to route some transfer traders from rural transfer stati„ns
directly to Puuanahrilu, rather than coming through the Hilo station. Thi, may
increase costs or be constrained by the contract re~m~s.
o When the County implements a Waste Reduction Technology, volumes
through the Fast-Side Sort Station will be reduced, which could regwre
contract modifications.
By owning the long haul trailers, the County rnay, when enhancing the designs of
the rural transfer stations, be able to incorporate the larger trailers into transfer
station operations, erecting efficiencies in equipment use.
• The County would have greater ilcxihility to adjust hauling routes in response to
3 public concerns, without having to adjust rates paid to a contractor.
PROS OF A PRIVATE CONTRACT FOR LONG-HAUL
• A private coutractor will purchase antl amortize all equipment, reducing the
demand on the County's capital and equipment maintenance budgets.
• A private contractor, paid fur actual volumes hauled, will have greater flesibifity
4vith personnel relative to varying volwnes. County employment policies and
Union agreements may constrain the County in assignment of days and hours
work, but would not constrain a private contractor.
• The private contractor, rather then the County, will deal with all liability and
personnel management issues.

The South Hilo Sanitary Landfill (Landfill, which now serves East Hawaii is anticipated
to fill to capacity on or about the end of 2004. .At that time, all current operations at
the Landfill and the adjacent Transfer Station will cease and all East Hawaii solid
waste will be received at the proposed East Hawaii Regional Transfer Station
. Solid waste received at the SORT Station will be managed by County of Hawaii
Solid Waste Division personnel to support transport of residual solid waste to a
landfill. Management of solid waste ai the Station will require the use of manual
labor and operation of heavy equipment io sort recyc able materials and non-
permitted solid waste. Currently, the Division lacks sufficient staff to operate the
SORT Station and to handle the residual solid waste at the East Hawaii Sanitary
Landifill.
2. Can new duties be assigned to existing positions or handled in other way such as
short-term contracts, etc.
The existing Supervisor I in Hilo is assigned to supervise the employees at the Landfill
and the adjacent Transfer Stations.
The new SORT Station supervisor will monitor the work activities of seven employees
and various subcontractors performing recycle programs on the facilities. This new
Supervisor I will have considerable interaction with the public and making certain
the recycle program subcontractors and their employees are in compliance with
Health and Safety laws. This Supervisor I will need fo be knowledgeable about
reduction, reuse, and recycling of waste.

The proposed Station/Long Haul staFf and West Hawaii Sanitary Landfill stall are
necessary in order for the County to comply with State of Hawaii Deparlment of
Health regulations.

The South Hilo Sanitary Landfill (Landfill), which now serves East Hawaii is anticipated
to fill to capacity on or about the end of 2004.. Staff is needed to begin
implementing a SORT station that will reduce, redirect and recycle the waste that is
being collected at the Hilo Landfill. Management of solid waste at the SORT Station
will require the use of manual labor and operation of heavy equipment to orf
recyclable materials and non-permitted solid waste. Additionally, residual solid
waste will be mechanically loaded to a landfill.
2. Can new duties be assigned to existing positions or handled in other way such as
short-term contracts, etc.
The existing employees cannot be reassigned from the Landfill and the adjacent
Transfer Stations due to the existing volume of waste. Contracting for these duties
would cause the union to grieve work being taken away from their existing
members. These duties are going to continue into the future, they are not short-term
in nature.

productivity measurements where possible.):
The proposed SORT Station staff at the Hilo Landfill is necessary in order for the
County to comply with State of Hawaii Department of Health regulations.
Consultants and department staff determined the number of Operators needed.
Civil Service was consulted to determine the appropriate level of Operators
required.

l . Give reasons how new duties arose (statutes enacted, ordinances, newly
authorized programs, basis for increased workloads, etc.):
The South Hilo Sanitary Landfill which now serves East Hawaii is anticipated to fill to
capacity on or about the end of 2004. At that time, all current operations at the
Landfill and the adjacent Transfer Station will cease and all East Hawal'i solid waste
will be received at the proposed SORT Station. Solid waste received a1 the SORT
Station will be managed by County of Hawaii Solid Waste Division personnel to
support transport of residual solid waste to a landfill. Management of solid waste at
the SORT Station will require the use of manual labor and operation of heavy
equipment to sort recyclable materials and non-permitted solid waste,
Can new duties be assigned fo existing positions or handled in other way such as
short-term contracts, etc.
The existing employees cannot be reassigned frorn the Landfill and the adjacent
Transfer Station due to the existing volume of waste. Contracting for these duties
would cause the union to grieve worn being taken away from their existing
members. These duties are going to continue into the future, they are not short-term
In nature.
3. How will new position increase the efficiency/effectiveness of operations? (Use
productivity measurements where possible.):
The proposed SORT Station staff at the Hilo Landfill is necessary in order for the
County to comply with State of Hawaii Department of Health regulations established
for solid waste and to assist at the Recycling Center.
The new positions will provide personnel for directing traffic and ensuring that no
hazardous waste or unauthorized material is placed at the SORT Station and
Recycling Center.

If the positions are not established then the Division will have fio face contracting
with outside firms to assist in the handling and transport of East Hawaii solid waste.
This in turn could cause the union to grieve work that is being taken away from its
members who have historically performed these duties. The cost of contracting for
such services over a year's time could equal the cost of the new position, and
provide only periodic emergency help.
Technological changes are currently being considered, however their
implementation has been estimated to beat least 5 to 10 years away.

The census survey has demonstrated that the population and business enterprises
have increased significantly over the past few years and such expansion is nat
anticipated to slow down in the near future. We need to maintain productivity and
reduce health and safety issues related to the increased volume of solid wade
being handled in East Hawaii.
