Give reasons how new duties arose (statutes enacted, ordinances, newly <br /> authorized programs, basis for increased workloads, etc.): <br /> The South Hilo Sanitary Landfill (Landfill, which now serves East Hawaii is anticipated <br /> to fill to capacity on or about the end of 2004. .At that time, all current operations at <br /> the Landfill and the adjacent Transfer Station will cease and all East Hawaii solid <br /> waste will be received at the proposed East Hawaii Regional Transfer Station <br /> . Solid waste received at the SORT Station will be managed by County of Hawaii <br /> Solid Waste Division personnel to support transport of residual solid waste to a <br /> landfill. Management of solid waste ai the Station will require the use of manual <br /> labor and operation of heavy equipment io sort recyc able materials and non- <br /> permitted solid waste. Currently, the Division lacks sufficient staff to operate the <br /> SORT Station and to handle the residual solid waste at the East Hawaii Sanitary <br /> Landifill. <br /> 2. Can new duties be assigned to existing positions or handled in other way such as <br /> short-term contracts, etc. <br /> The existing Supervisor I in Hilo is assigned to supervise the employees at the Landfill <br /> and the adjacent Transfer Stations. <br /> The new SORT Station supervisor will monitor the work activities of seven employees <br /> and various subcontractors performing recycle programs on the facilities. This new <br /> Supervisor I will have considerable interaction with the public and making certain <br /> the recycle program subcontractors and their employees are in compliance with <br /> Health and Safety laws.
