We write to <br /> express Oceanside's strong opposition to Bill 80, now under consideration by the Planning <br /> Committee. <br /> Adoption of Bill 80 would violate the County of Hawaii's obligations as set forth in its <br /> Development Agreement with Oceanside. In exchange for the many obligations undertaken by <br /> Oceanside, the County agreed that it would not impose any new land use laws or regulations on <br /> the project for a period of twenty years. The development plan for Hokuli'a, repeatedly <br /> approved by the County during a seven year public approval process, contains certain elements <br /> that would be prohibited by Bill 80. <br /> 1250 Oceanside Partners request that the Planning Committee vote to reject Bill 80 or make clear <br /> that its terms do not apply to Hokuli'a.
