June 1, 2005
Your Honorable Mayor Kim and Council Members of Hawaii
i ~ n,,~~ Q „ ~
~_~5 ~J,,,
PLEASE RECONSIDER APPROVAL OF BILL 79,
OR USURPING THE E~~JCATED WORK OF THE
PLANNING COMMISSION
Yout jobs as council representatives is not to agree with each other, it is to seek what is
really right, not for your fellow council members, but for the people of Hawaii. "Think
about it! Making laws which restrict private property is not and has not ever been the
way of the Big Island.
If you approve this bill without a presentation from Bob Jacobson, its sponsor, you will
all be wearing the emperor's clothes. Who ever heard of sponsoring a bill which does
not designate what this huge amount will be used for? I am sure if you question the
sponsor and he is truthful about his intentions, you might be startled. Bob told me at a
party that he believed the government should own all lands and lease them back to the
public with conditions that would save the land from its present devastation. And you are
considering taking private landowners money (our taxes pay back bonds) to take away
our land? You will have to tax everyone to pay this loan. The ones who will be mostly
injured are those who have waited for the opportunity to own their own land and home.
Go ahead and pass this bill 79, but not until YOU, have thought it out. That's your job,
not some ad hoc committee which may not provide the answer, or an intrusive law which
we can't live with. 'That is the problem with these bills. (Mayor Kim, when you took

office you promised to make it easier for people to own homes without more

cumbersome laws and regulations) These laws has been glossed up to make them look
like they are for the Public Good, well if they are really, then tell the public what good
they can e=peM.
When I hear Bob Jacobson say "land for RIGHT-OF-WAYS," I start building a bigger
fence around my property.

And about the bill to stick it to developers and land owners who are not necessarily
looking for anything more than a much needed Ohana, or rental home. It is just too dumb

to believe that you believe another Jacobson land use law. Do you think the people who

put their risk capital in front to provide housing are not helping our economy?. The more

homes built the lower the cost.
Sincerely,

Dale Pratt

PO Box 473

Kurtistown HI 96760

PH: 982-9016
Comm.
