Based on the subject submittal and <br /> the satisfaction of the following conditions, the Department, under the authority of <br /> Chapter 58.1-13 (h) 11) & (2) [Closure of Existing MSWLF UnitsJ, approves the <br /> County's request for an extension of landfill operations through December 31, <br /> 1997. <br /> 1. The County shall submit the required permit filing fee of $1000 as required <br /> as pert of its application for permit renewal. We are returning your check for $50. <br /> 2. The County shall submit, within 30 days of the receipt of this letter, a <br /> implementation strategy and timetable indicating the solution to the issue of future <br /> disposal capacity for the Hilo area. That solution should indicate how the proposal <br /> will enable the County to meet the diversion goals of the State ahd County's <br /> Integrated Solid Waste Management Plans and the County's plan to achieve the <br /> required greenwaste diversion rates as specified.in Chapter 58.1-65 (b) Hawaii <br /> Administrative Rules (enclosed). <br /> 3. The County shell immediately implement an interim groundwater monitoring <br /> program in conformance with the existing County groundwater plan submitted for <br /> review and the Department's Draft Technical Guidance Manual as discussed on <br /> May 10, 1996, with your consultants, Harding Lawson and Associates.
