General Information about Bill 78 - <br /> Establishing a Public Access Open Space, and Natural Resources <br /> Preservation Fund <br /> PURPOSE OF THE FUND <br /> This fund shall be used for acquiring lands or property entitlements in the County of <br /> Hawaii for the following purposes: <br /> 1. Public outdoor recreation and education, including access to beaches and <br /> mountains; <br /> 2. Preservation of historic or culturally important lands and sites; <br /> 3. Protection of natural resources, including buffer zones; <br /> 4. Preservation of forests, beaches, coastal areas, natural beauty and agricultural <br /> lands; <br /> 5. Protection of watershed lands to preserve water quality and water supply. <br /> <br /> THE COMMISSION <br /> • Membership: <br /> • Nine members, one from each council district, appointed by the Mayor and <br /> confirmed by the Council. <br /> Members serve staggered five year terms, except for the initial <br /> commissioners who shall be appointed for terms ranging from one to five <br /> years. <br /> • Duties: <br /> • Within six months of appointment, develop an initial island-wide prioritized list <br /> of qualifying lands worthy of preservation and present it to the Mayor. The <br /> list shall include the significance of each parcel or entitlement identified, the <br /> reason for its priority, and its anticipated use after acquisition. Emphasis <br /> shall be given to land acquisition where the county's contribution can be <br /> leveraged to obtain state, federal, and/or private funds. <br /> • To update this list at any time, but at least annually by December 31 of each <br /> year. <br /> • To explore methods of funding land acquisition and make recommendations <br /> to the Mayor. <br /> • To apply for membership: <br /> • Complete an Application for Membership on a County Board or Commission. <br /> • Complete the Supplemental Information Form on the reverse of this sheet. <br /> Submit both the application and supplemental information to the Mayor's <br /> Office by July 15, 2005. <br /> • Qualities sought for members of this commission: <br /> • Active in and respected by the community; <br /> • Community minded and oriented; <br /> • Knowledgeable about and able to represent the entire community's interests <br /> and concerns; <br /> • Able to focus on Hawaii County as a whole without undue influence by <br /> special or self interests. <br /> <br />
