<br /> 07/07/06 THU 08:15 FAY 808 326 5863 <br /> Aloha and thank you for the opportunity to comment once again on this proposed <br /> rezoning. i've attached to this testimony a copy of a flyer we developed and that was <br /> distributed at the Planning Cornmittee's site visit several months ago. Unfortunately, the <br /> figures shown for the number of daily tr~ which were taken from the TIARs submitted <br /> with the rezoning applications, are outd 4od and grossly understafed because the <br /> number of proposed housing units is nr~4v 35~ instead of 250, and the 71Aks failed to <br /> account for the nearby Uluwehi development, delivery vehicles, and other developmerrts <br /> !including the Innovations Charter Schdol recently granted a Spacial Permit). <br /> While we applaud this developer's offerto dedicate land for a school, we remain <br /> concerned over the increased traffic anq related congestion that this deveopment and <br /> the new school will inevitably bring to HMry 11, a "limited access highway" already <br /> operating overcapacity and burdened v~th many "curb cuts" in tho area, and Kuakini <br /> Hwy, atwo-lane road that merfles wfth Hwy 11 just south of the subject property. <br /> In view of the increased number of housing units, the dedication o'f land for a school, and <br /> the previously mentioned shortcomings of the TiARs, we believe that the applicants <br /> should be required to submit an updatekf TSAR along with a Traffic Safety and Circuia~ion <br /> Report for your consideration before aldproval is granted. <br /> Finally, the attached flyer urges you to bay "na" until the regions! development plan is in <br /> place, and to prohibit occupancy until tNre following infrastructure improvements era <br /> completed in order to maximize safety and facilitate traffic flow: <br /> The Pualani EslateslRte 11 intersection is signalized and channelized; <br /> Right turn acceleration arul declelaration lanes are insialled on Rte 11 and <br /> Kuakini Hwy; <br /> The Rte 11 speed limit is reduced 40 45 mph; <br /> A left turn pocket lane from Kuakini to the mauka-makai road is installed; and <br /> A stoplight or button-activated rirosswalk is installed at the Kuakini Hwy/mauka- <br /> makai intersection. <br /> Thank you for the opportunity to comrnerrt.
