Lastly, this azea of the <br /> Waiakea Houselots is in transition from residential to commercial and industrial uses. <br /> The proposed rezoning action conforms to the LUPAG Map which designates the <br /> azea for Medium Density Urban Development. The Land Use Pattern Allocation Guide <br /> (LUPAG) Map component of the General Plan represents the document's goals, policies, <br /> standards and courses of action to guide the coordinated growth and development of the <br /> County. It reflects a graphic depiction of the spatial relationships among various ]and <br /> uses and the expressed policy statements of the document itself. The LUPAG Map, in <br /> essence, establishes the basic land use pattern for areas within the County. The General <br /> Plan has recently been amended. This area was changed from Low Density Urban to <br /> Medium Density Urban, which allows village and neighborhood commercial and single <br /> family and multiple family residential and related functions (multiply family residential - <br /> up to 35 units per acre). The proposed site would be suitable and allow for Neighborhood <br /> Commercial uses. The applicant is requesting the change of zone to allow commercial <br /> uses on the property. The rezoning reclassification would be a reasonable expansion of <br /> commercial activities associated with this designation and the existing commercial uses <br /> in the area. <br /> The property is situated within close proximity to commercial areas, employment <br /> centers and public safety services. There are several commercial and employment centers <br /> located within one or two miles from the subject property. These include the Waiakea <br /> Center, the Prince Kuhio Mall, and businesses along E. Lanikaula Street, Kawili Street, <br /> Makaala Street, Holomua Street and Wiwoole Street. <br /> Public safety services within the area include the Hilo Central Fire Station located <br /> on Kinoole Street, the Police Headquarters located on Kapiolani Street, and the Hilo <br /> Medical Center located approximately 3 miles from the property. <br /> Surrounding properties are zoned RS- l 0 and consist mainly of existing single <br /> family dwellings. The former Hilo Mower and Saw property is located southeast of the <br /> property on the northeast comer of E. Lanikaula Street and Manono Street. Along the <br /> east side of Manono Street between E. Lanikaula Street and E. Kawili Street aze <br /> properties zoned ML-20. These properties consist of businesses such as Hawaii Farm <br /> Services, Mid Pacific Wheels, Doc Stanley's Repair, Hawaiian Island Glass Tinting and <br /> Auto Shine, which aze within a warehouse structure. Additionally, there have been <br /> several properties in the area that have been rezoned for commercial uses. <br /> <br />
