Stacy Higa, Chairman <br /> and Members of the County Council <br /> <br /> Page 4 <br /> • Industrial development shall be located in areas adequately served by <br /> transportation, utilities and other essential infrastructure. <br /> The proposed change of zone will strengthen the applicant's existing business, <br /> which will be located in an area adequate served by transportation, utilities and essential <br /> infrastructure. <br /> The proposed rezoning action conforms to the LUPAG Map, which designates the <br /> area for Industrial Development. The Land Use Pattern Allocation Guide (LUPAG) Map <br /> component of the General Plan is a representation of the document's goals and policies to <br /> guide the coordinated growth and development of the County. It reflects a graphic <br /> depiction of the physical relationship among the various land uses. The requested change <br /> of zone to a ML-20 district conforms to the LUPAG Map, which designates the properties <br /> and its surrounding area as Industrial. Such designation includes uses such as <br /> manufacturing and processing, wholesaling, large storage and transportation facilities, <br /> light industrial and industrial-commercial uses. Therefore, the requested Limited <br /> Industrial zoning is consistent with the Industrial designation on the LUPAG Map for this <br /> area of South Hilo. <br /> The Change of Zone request from a Single Family Residential (RS-10) to Limited <br /> Industrial (ML-20) zoned district is not consistent with the Hilo Community <br /> Development Plan for this area. The Hilo Community Development Plan, which was <br /> adopted in 1975, designates the area for residential uses. However, the Hilo CDP is in <br /> need of being updated, as this area is in transition from residential to commercial and <br /> light industrial uses in the General Plan. <br /> The advantage of this area for industrial zoning is its location inclose proximity <br /> to water, air transportation terminals, harbor facilities and the residential population of <br /> Hilo. The proposed change of zone would complement the existing industrial and <br /> commercial land uses that already exist in this area and will provide for an orderly <br /> development of the area. <br /> <br />
