Yagong, <br /> • <br /> Please number this communication and put on tomorrow's agenda for the Public Works Committee. <br /> I just became aware that there \t•ill be a meeting that deals with the new proposed sign ordinance. <br /> Although I commented at the meeting you had in Kona and have called the Council offices several <br /> times to inquire when there.would be a new draft and additional meetings to discuss the sign issue. I <br /> only found out about the meeting by happenstance. and have only this day seen the new proposal <br /> Therefore; my comments are not as comprehensive as I would like them to be. <br /> I support the comments being submitted by the Kona Outdoor Circle and by Vonnie Lyons as part of <br /> those comments- <br /> Additionally, I would suggest the following: <br /> -- Re: Page 26, Article 7, Fees, says: <br /> (b) An applicant for a sign permit for a sign erected prior to obtaining a sign permit shall pay an <br /> application fee of S100 for each sign application. <br /> Perhaps this could be amended to include something like: No signs are allowed to be erected prior <br /> to obtaining a sign permit. If a sign is illegally erected prior to obtaining a sign permit, and it is <br /> within the guidelines, the applicant will pay an application fee of 5100 for each sign application. If <br /> the sign is not within guidelines, it will be removed (as per the sign ordinance). <br /> --The regulations for sign sizes. etc. should apply to all signs. including non-profit and government <br /> entity signs. <br /> --I am concerned about what appear to be changes\vhich permitlarger signs, and larger and more <br /> signs in residential areas. We should be focusing on smallerandtless intrusive signs. <br /> --I believe that colors used in signs should be regulated or encouraged to be in earth tones, worded <br /> in a way to eliminate garish colors. etc. There are many cities that regulate this, including Palos <br /> Verdes Estates and Carmel in California. to no adverse effect. <br /> As information, my husband and I just vacationed in Alaska. It was notable between Anchorage and <br /> Fairbanks that there were virtually no highway sign According to one small businessman who <br /> focuses on the tourist industry and who also is on the State Parks Commission, the legislature there <br /> has had to make a concerted effort to withstand the onslaught from some who would like to use <br /> signs on the highway. However, they have realized that people live in and visit Alaska for the <br /> natural beauty, and they are still trying to maintain it,just as the Big Island should try to keep our <br /> natural beauty as unspoiled as we can.
