Purpose. The County Council finds that executive compensation should be <br /> `de-politicized' to the extent possible by placing the responsibility for setting salaries of <br /> executives with the Salary Commission. In transferring the establishment of executive salaries <br /> from the County Council to the Salary Commission, the Council also recognizes the need to <br /> encourage long-term careers in government by attracting employees who seek career <br /> development. In addition, the public sector must be competitive with the private sector in <br /> compensation. The Salary Commission would be able to foster these objectives.
