DRAFT 2 to DRAFT 3 RAMSEYER VERSION BILL 138 <br /> )p~~,~=; ~0~#,~~,X Draft 3 <br /> <br /> AN ORDINANCE TO INITIATE AN AMENDMENT TO ARTICLE XIII, SECTION 13-28, OF <br /> <br /> THE HAWAII COUNTY CHARTER (1991), RELATING TO THE SALARY COMMISSION. <br /> <br /> BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: <br /> SECTION 1. Purpose. The County Council finds that executive compensation should be <br /> `de-politicized' to the extent possible by placing the responsibility for setting salaries of <br /> executives with the Salary Commission. In transferring the establishment of executive salaries <br /> from the County Council to the Salary Commission, the Council also recognizes the need to <br /> encourage long-term careers in government by attracting employees who seek career <br /> development. In addition, the public sector must be competitive with the private sector in <br /> compensation. The Salary Commission would be able to foster these objectives.
