MTV as y4 <br /> tiff; <br /> <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> RESOLUTION NO. ] 92-05 <br /> Draft 2 <br /> <br /> A RESOLUTION ADOPTING "THE "ENVISION DOWNTOWN H[LO 2025: A <br /> COMMUNITY-BASED VISION AND LIVING ACTION PLAN FOR DOWNTOWN HILO <br /> (DECEMBER 2005)" AS A COMMUNITY VISIONING AND PLANNING PROCESS <br /> THAT CAN SERVE AS A MODEL FOR THE COUNTY OF HAWAII. <br /> WHEREAS, the Island of Hawaii is faced with a host of challenges that are occurring on <br /> the global and local level, including, population growth, rapid social and demographic changes, <br /> economic shifts, creating a balance between preserving our natural resources and development, <br /> among others, all which affect our communities' wellbeing and quality of life; and <br /> WHERF,AS, Downtown I Lilo, valued for its small-town atmosphere, historic buildings, <br /> and unique location between Hilo E3ay, Mauna Kea, and Mauna Loa, is a special and vital part of <br /> our Island community: and <br /> WHER>';AS, no community is immune to the challenges resulting from change and every <br /> community can benefit from thinking strategically about its future; and <br /> WHEREAS, in 2004-2005, the Friends of Downtown Hilo Steering Committee, a group of <br /> volunteers, facilitated acommunity-based planning process to create a Vision and Living Action <br /> Plan for Downtown I Iilo; and <br /> WHEREAS, a community visioning process takes community members through a defined <br /> process to achieve a shared vision of their future; and <br /> WHEREAS, a creative community outreach effort was undertaken to promote a broad <br /> level of public im~olvement in the planning process; and <br /> WHERF,AS, the process of creating a community vision for Downtown Hilo included <br /> efforts to build leadership capacity, to encourage collaboration between government and <br /> community, and to develop community partnerships; and <br /> WHEREAS, the process engaged in to create this Community-Based Vision and Living <br /> Action Plan can serve as a model for other communities in the County of Hawaii who wish to <br /> develop a V ision fur their community; and <br /> WHEREAS, the newly drafted Plan entitled "Envision Downtown Hilo 2025: a <br /> Community-Based Vision and Living Action Plan (August 2005)" is a result of the community's <br /> considerable efforts; and <br /> <br />
