No. 503/Bill No. 165 <br /> PLACE: Council Chambers <br /> TIME: 11:23 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Bill No. 165, reports as follows: <br /> Bill No. 165, transmitted by Director of Finance William Takaba. via Communication No. 503, <br /> dated October 25, 2005, amends Ordinance No. 05-87, as amended, the Capital Budget, ending <br /> June 30, 2006. appropriates an additional $120,000 to the County's portion of the project and <br /> adds two related projects as follows: <br /> ENVIRONMENTAL MANAGEMENT: <br /> Na`alehu & Pahala Large Capacity <br /> Cesspool Replacement—County 110-699-5698.04 [$330,000] $ 450,000 <br /> Na`alehu & Pahala Large Capacity <br /> Cesspool Replacement— SRF 110-699-5698.05 $2,000,000 <br /> Na`alehu & Pahala Large Capacity <br /> Cesspool Replacement—Federal 110-699-5698.06 $1,400,000 <br /> Funds for these appropriations shall be provided from: <br /> General Obligation Bonds, Capital Projects Fund- $ 120,000 <br /> Fund Balance and/or other Sources <br /> State Revolving Funds (SRF) $2,000,000 <br /> Federal Grants Receivable $1,400,000 <br /> This project will provide a sewer system to existing homes in the Na`alehu and Pahala area that <br /> are currently serviced by non-County owned large capacity cesspools, and will consist of <br /> performing a study, design, and construction of a sewer collection and septic system. <br /> Mr. Jerome Warren, a homeowner in Na`alehu, urged the Council to conform to the agreement <br /> made by the Mayor in 2004. Deputy Corporation Counsel Bobby Jean Leithead-Todd explained <br /> that the letters from the Mayor to the residents, dated August 31, 2004 and November 5, 2004, <br /> were conditional upon certain assumptions made at that time. Further, in order for the Mayor to <br /> perfect the agreement, the Council would have to approve any agreements with the community. <br /> Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget <br /> for that year with a two-thirds vote. <br /> FC REPORT NO. 174 <br />
