This matter was deferred as there was a desire to review a defined proposal. Mr. Hachmeister will be asked to present n more detailed and definitive plan Finally under New Business, the E,xecuti~ c Committee was informed that the l ~ S Senate has amended the eligibility criteria for Federal Empowerment 7_ones and Enterprise Communities so as to recognise the economically depressed areas and unique characteristics of Hawaii and Alaska. Since the establishment of this program. Hawaii and Alaska ha~~e not been able to access funds available to address serious condition of homelessness, substandard housing and lack of economic opportunity. Conference deliberations behveen the House and Senate on this matter ti-ill begin shortly.
