HMSA's Reimbursement and Discount Contract with State Community Hospitals <br /> Action by the Executive Committee on Tom Russi's and Ms. Christine Paul's <br /> concerns relating to the HMSA's Reimbursement and Discount Contract with State <br /> Community Hospitals was deferred. It was pointed out by Councilmember Tyler <br /> that Councilmember Yagong on the Big Island had accepted the lead on this issue <br /> and that this matter was still pending in Hawaii County. <br /> D. Privatization <br /> On the issue of Privatization, President Mansho indicated that Mayor Yamashiro <br /> had suggested that HSAC take a position in support of a special session The three <br /> neighbor island counties all reported having taken a formal position on this matter. <br /> This matter was deferred pending action by the Ciry and County of Honolulu. <br /> E. Homerule Issues Relating to Enterprise Zones <br /> President Rene Mansho submitted Honolulu City Council Resolution 97-212 <br /> which urges the Hawaii State government to comply with Section 209E-4 of the <br /> Hawaii Revised Statutes ,which authorizes counties to designate enterprise zones. <br /> The resolution was referred to the counties for consideration an support. <br /> VII.
