Some Considerations Regarding Reducing Potential Flooding iu Hawaii County <br /> 1. A drainage plan of the property in question should be submitted with the Building <br /> Permit Application Drawings. This plan should show how all the water generated on a <br /> <br /> parcel of land is to be disposed of along with calculations of the amount of runoff <br /> expected under various significant rain scenarios. <br /> <br /> 2. Drainage disposal systems approved in the subdivision process must be properly <br /> maintained and the maintenance must become the legal responsibility of the owner of the <br /> <br /> property. Annual inspections by the property owner and the County should be scheduled <br /> and if the maintenance is not consistent with the approved system, the County should <br /> conduct the necessary maintenance and charge the owner, filing a tax ]ien if necessary to <br /> secure payment. <br /> 3. The above considerations should apply to all levels of government as well as private <br /> landowners. For example, the County should be responsible for potential flooding of its <br /> land, including roads, parks etc. <br /> 4.
