HAWAII COUNTY COUNCIL <br /> 1998 LEGISLATIVE PROGRAM <br /> TARGET PRIORITIES <br /> ? Retain the Transient Accommodation Tax at the last <br /> minimum funding level for each County <br /> ? Eliminate General Excise Taxes on County <br /> purchases <br /> ? Retain funding levels for purchases of services for <br /> non-profit agencies <br /> <br /> ? Support funding for all State mandates imposed on <br /> the Counties <br /> <br /> ? Support legislation that would resolve the confusion <br /> created by the Supreme Court's decision in Konno v. <br /> County of Hawaii by establishing the types of <br /> programs or projects and a procedure by which those <br /> programs or projects may be privatized by State and <br /> County government. Such programs or projects <br /> would include services by grants, subsidies, and <br /> purchase of services pursuant to Chapter 42D, HRS, <br /> and incidental to purchases of goods in the <br /> construction of facilities awarded under Chapter 103 <br /> and 103D, HRS. <br /> <br />
