The entire 3.319-acre parcel will be <br /> utilized for the proposed facility. Proposed are the following; <br /> • Nine (9) single-story steel buildings which will be divided into individual self <br /> storage units with individual steel doors. <br /> Approximately 56,200 square feet under roof including an office approximately <br /> 200 square feet in size. <br /> One full time and one part time employee will be on the site. Office hours will be <br /> 8:00 a.m. to 4:30 p.m., and storage hours will be from 6:00 a.m. to 8:00 p.m. daily. The <br /> applicant intends to address the demand for self-storage facilities in lower Puna and <br /> Pahoa. According to the applicant, there are no existing self storage facilities serving <br /> Pahoa with the nearest facilities in Keaau and Hilo operating at capacity. The facility will <br /> be managed by A-American Self Storage management Co., Inc. which currently manages <br /> over 100 self storage facilities nationwide include nine facilities in the State and two <br /> facilities on the Big Island. Construction will be completed within 12 months at an <br /> estimated cost of $2.5 to $3 million. <br /> The Hawaii Land Use Commission Rules states several standards for considering <br /> an area for urban reclassification. The proposed use does not meet the following <br /> standards which state: <br /> In determining urban growth for the next ten years, or in amending the boundary, <br /> lands contiguous with existing urban areas shall be given more consideration than <br /> non-contiguous lands, and particularly when indicated for future urban use on <br /> State or County General Plans. <br /> It shall not include lands, the urbanization of which will contribute toward <br /> scattered spot urban development, necessitating unreasonable investment in public <br /> infrastructure or support services. <br /> The property is surrounded by lands designated State Land Use Agricultural and is <br /> not contiguous to urban designated lands. The closest urban-designated lands are located <br /> approximately 1,800 feet across the Keaau-Pahoa Highway to the southwest, site of The <br /> Pahoa Market Place. Pahoa Town, with a variety of urban uses, is located approximately <br /> one mile from the site. <br /> <br />
