Hawaii 96720 <br /> Re: Bill No. 123, An Ordinance Amending Section 25-8-5 (Kailua Urban Zone Map) <br /> Article 8 Chapter 25 (Zoning Code) of the Hawaii County Code, by Changing the <br /> District Classification from Multiple Family Residential (RM-1) to Resort-Hotel <br /> (V-.75 at Puaa ls`, North Kona, Hawaii, Covered by Tax Map Key 7-5-9-:23 <br /> Applicant: KPC Villages, LLC <br /> Dear Chairman Pilago: <br /> After considering the comments made during the public hearing held on September 20, <br /> 2005 and concerns raised by County Council members regarding the above-referenced project, <br /> my client, KPC Villages, LLC, is proposing to make certain changes and clarify certain matters <br /> for its proposed development. <br /> Regarding the density of the project, KPC is proposing to reduce the number of <br /> residential units from the 67 units originally requested, down to 48 units, while leaving the <br /> proposed commercial area at 12,000 square feet. With this revision, the size of the residential <br /> units will be increased, with the overall outward appearance of the project remaining the same. <br /> It is anticipated that less traffic will be generated by this project with the number of residential <br /> units being reduced by 28%. <br /> To further address concerns regarding traffic, KPC is attempting implement the Planning <br /> Director's proposal for a mauka to makai road connecting Alii Drive with Kuakini Highway. As <br /> indicated in original plans for this project, KPC is proposing provide a road reserve along the <br /> southern boundary of its property for the connector road. Since the County Council public <br /> hearing on September 20, 2005, KPC has been negotiating with the adjoining property owner, <br /> Bishop Estate, regarding the establishment of the entire roadway corridor for the connector road. <br /> Although KPC has not yet obtained a firm commitment from Bishop Estate on this issue, it is <br /> committed to continue its negotiations to establish the entire roadway alignment. <br /> KPC submitted its change of zone request because it believes that amixed-use project, <br /> which adds a commercial area to the residential units, would enhance the Kailua-Village / <br /> Comm.
