There is also the possibility that the method finally selected to <br /> dispose of waste in East Hawaii will require minimal funding by the County. The type of <br /> WRF or disposal method selected is unknown at this time. <br /> The Stage 2 RPP for the WRF is expected to be issued in mid-May of this year. Enclosed is <br /> a bill for an ordinance adding the Waste Reduction Facility project for $40,000,000 to the <br /> Capital Budget to position the County if the selected project requires County funding. If <br /> necessary, this funding will be used for planning, design, and construction. This is being <br /> done to be prepared for the possibility that the most prudent and fiscally responsible way to <br /> finance a WRF may be through Cow~ty bond funding. It is emphasized that need for this <br /> funding method or the amount that may be needed is unknown at this time. <br /> Our RFP consultants will be in Hilo on February 28, 2006 to attend your Committee <br /> meetings and answer any questions that you may have.
