REQUEST: <br /> Request to amend Ordinance 05-87, Capital Improvement Budget, to add costs for the design and <br /> construction of the Solid Waste Reduction Facility (WRF) for East Hawaii, in the amount of $40,000,000. <br /> Funding to be used for planning, design, and construction of a Waste Reduction Facility (WRF). <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The County Council has requested that Administration proceed as expeditiously as possible with the <br /> acquisition of a technology to replace the South Hilo Landfill, which is nearing capacity. The Department of <br /> Environmental Management has worked with the Department of Finance to issue a Request for Proposals <br /> (RFP) to Design-Build-Operate (DBO) a waste reduction facility in East Hawaii. The County expects to own <br /> and finance the design and construction for the project. However, depending on the technology(ies)that are <br /> proposed and selected, the County may require the DBO Contractor to provide financing and as such, the <br /> final method of financing the project (County or private) is undetermined at this time. <br /> A Project Data/Financial Impact Statement is attached. <br /> <br /> SIGNED: DATE: <br /> Department Head <br /> <br />
