Is it not fair to also allow dogs being trained for, or competing in AKC <br /> (American Kennel Club) licensed or sanctioned events to be permitted OFF LEASH <br /> <br /> while being trained or competing? <br /> From my many years of personal experience, I know of many hunting dogs that get lost, <br /> <br /> become strays, and add to dog overpopulation or animal shelter overcrowding. I have <br /> never heard of one instance of a dog in training or competition that ran off and was not <br /> immediately recovered. <br /> The Ordinances of the City and County of Honolulu, provides an exception for dogs in <br /> training or competition as follows: <br /> Chapter 7 Animals and Fowl <br /> Sec. 7-4.4 Applicability. <br /> The provisions of this article shall not apply to: <br /> (d) Licensed obedience trial, tracking and show dogs accompanied by their owner <br /> and being trained or in competition in public parks or school grounds, provided <br /> permission is first obtained from the proper park or school authorities for such <br /> use; or <br /> Maui County's Ordinance is as follows: <br /> 6.04.040 Animal regulations-general <br /> A. An owner of a dog shall keep the dog under restraint, except the following; <br /> 3. A dog used during organized competitions, or during training for such <br /> competitions, accompanied by its owner, and used with the consent of the owner of <br /> the real property upon which the dog is used. <br /> Kauai County no longer has AKC licensed or sanctioned clubs or events. <br /> I would be very happy to support well researched, well-written legislation regarding <br /> Animals, unfortunately Bill 4, Draft 6 appears to have been written by a person(s) <br /> without the knowledge or experience necessazy to do the job right. In its current fonn, <br /> this bill should not be adopted. There are many critical flaws in this draft that should <br /> have been corrected before consideration to place this Bill on your agenda. Detailing <br /> each one would be tedious and time consuming for both of us. I would like to point out <br /> one additional crucial example: <br /> Article 1. Administrative Provisions <br /> Section 4-1.
