Yoshio Inaba, et.al. November 30, 2005
Change of Zone Bill 162
Puukapu, Lot 101
The project site is presently in use grazing cattle and has been since the early
1970's. The rectangular shape site containing an area of 43.8 acres is proposed to be
subdivided into eight (8) agriculture 5 acre parcels. As requested we are furnishing a
preliminary determination of increase in runoff due to development. (See attached
reduced copy of Change of Zone Map.)
The site generally slopes from the north (Hawaiian Homes pasture) toward the south
(Mamalahoa Highway), existing on site grades range from 0 to 10% or flat to moderate.
(See attached reduced copy of Site Contour Map.)
The County of Hawaii, "Storm Drainage Standards" and Department of Public
Works requires a Tm 10 yr. storm interval and the use of the "Rational Method "for
determination of runoff for this project.
We estimate increase in imperviousness due to construction of homes (8),
driveways, and road improvements (assumed r-o-w fully impervious) to be 1.57 acres or
3.58 % of the 43.8 acre site.
Pre-development peak site runoff
For a tm 10 yr. Storm = 10.5 CFS
Post-development peak site runoff
For a tm 10 yr. Storm = 12.4 CFS
INCREASE IN TM 10 YR. PEAK RUNOFF =
12.4 CFS - 10.5 CFS = 1.9 CFS or 2 CFS TO BE CONTAINED ON SITE
During the subdivision design and approval process we will comply with the
requirements of the Department of Public Works, Planning Department, Department of

Water Supply, and utility companies.
